I have this this 100% polyester blue dress prom liner 100% polyester also it's dry clean only can I Dye it all BLACK

Because the item is dry clean only I would recommend against using the iDye Black for polyester. Dyeing polyester requires significant heat (about 180 F) in order to achieve satisfactory results.
You might want to consider Dye-Na-Flow. This is a very flowable, lightweight, highly pigmented paint that can be used on polyester fabrics. While one could dip a garment into the paint you'd be better served by spraying or brushing the paint onto the garment.
