I'm trying to tub dye a dress.  I put 2 gallons of water, 2 cups of salt, 1/2 tbsp Evergreen dye, and two tbsp olive green dye in a 5 gal bucket. I stirred off and on for hours and still had turquoise and navy specks clinging to the side of the bucket.  I added 3/4 C urea mixed with water and still have specks.  I let it sit overnight. Still specks! What can I do?

Did you put the salt and dye in all at the same time?  What type of dye is this?

You didn't get good solubility.  This is a big reason you need to dissolve the dye before adding salt and soda ash.  The salt is what reduces the solubility of the dye and pushes it onto the fabric.  When you add the salt at the same time as the dye, you are not giving the dye an opportunity to dissolve in solution.
