We are tie-dying at a party full of 4- to 6-year-olds, supervised/guided by a bunch of adults of course.

For simplicity, can we pre-soak the shirts we are using in the soda ash mixture, e.g. the day beforehand or even a few hours ahead of time? If so, is it better to wrap them to keep them damp, or let them air dry, or put in the drier? If they do dry out, do they have to be re-wetted before applying the dyes - and if so, with water or with the soda ash mixture?

Yes, you can absolutely presoak the shirts.
You do want to keep them wet and not let them dry.
They need to be in the soda ash mixture for a minimum of 20 minutes, keeping them in the mix longer will not make a difference in the fixing of the dye.
If you can, presoak and when you are ready to head to your location, take the shirts out and put them in an air tight bag to keep them damp until you are ready to use them.
